A. Overview of the League
- The R1VALS 7x7 League (Season 1) is a competition participated by football teams open to all.
B. Scope of Application
- These Regulations shall be binding on the participating Teams and all parties involved in the League.
C. Registration, Eligibility, Transfer and Technical Area and Bench

Registration of Players and Eligibility
1.1 Each team may register a minimum of 10 players and a maximum of 18, with a requirement of at least one (1) Goalkeeper (GK) on the official roster.
1.2 Each team may register up to two (2) players on the reserve list to cover potential replacements. Reserve players may be declared after the initial submission. Any player replacement must be formally communicated to the R1VALS administration for approval.
1.3 A team is permitted to replace a player solely in the event of a verified injury or confirmed unavailability. Player replacement must strictly adhere to the following protocol:
1.3.1 The replacement player must be officially registered at least seventy-two (36) hours prior to the scheduled match kickoff.1.4 Eligibility is open to teams and players representing any City, Province, or Country. Each team may register an unlimited number of foreign or import players. Visa requirements must be checked by your players ahead.
1.5 A player must be at least fifteen (15) years old at the commencement of the Competition.
1.6 Clubs/Teams shall submit the official Player Roster Form, which must include the full legal name of the players, jersey numbers, date of birth, nationality, and current Country/City of residence.
1.7 The strict deadline for the submission of the team roster is 30 days before the tournament.

Registration of Team Officials
2.1 3.1 Teams may register a maximum of eight (8) official staff members for accreditation, which shall include:
2.1.1 Head Coach2.1.2 Team Manager2.1.3 Assistant Coach2.1.4 Physiotherapist or Medical Staff (Must present valid medical license)2.1.5 Media Officer2.1.6 Team Admin/Coordinator2.2 Team Managers bear full responsibility for monitoring the registration status and eligibility of their players and staff.
2.3 All official league communication will be directed exclusively to the declared Team Manager or Authorized Representative.

Online Registration
3.1 Registration for all players and team officials must be completed exclusively via the R1VALS Official Online Portal prior to the tournament kick-off.
3.2 The Official Registration Period is open from 120-30 days before the tournament. Late registrations will cost $100 (₱5,800).
3.3 Any player not properly registered in the system shall be deemed ineligible. If a team is proven to have fielded an ineligible player, the match will result in an automatic Forfeiture (Loss) for the offending team, and the opposing team will be awarded the win.

Player Selection List (PSL)
4.1 For every scheduled match, the team must submit a Player Selection List (PSL) designating the fourteen (14) active players for that specific game. Names must be drawn from the approved Master Roster provided by the Match Commissioner.
4.2 The status of all personnel (Playing vs. Non-Playing), including the Captain and Goalkeeper, must be clearly marked.
4.3 The Head Coach or Team Manager must submit the signed PSL to the Match Commissioner table at least sixty (60) minutes before kickoff.
4.3.1 Late Submission Penalty: Failure to submit on time will result in a $10 USD (approx. ₱500) fine, which will be deducted directly from the team's tournament deposit or prize pool incentives. -
Team Bench Area
5.1 Teams are permitted a maximum of seven (7) individuals (substitutes and registered officials combined) to sit on the Team Bench during the match.
5.2 Only one (1) Coach is permitted to stand in the technical box to issue instructions at any given time.

Technical Area Protocol
6.1 Only two (2) coaches or officials are allowed within the boundaries of the technical area. All other non-playing personnel and substitutes must remain seated in the designated Team Bench Area.
D. Tournament Format

The Tournament shall consist of 24-32 participating teams who shall play in a single round robin format in the elimination round.

Top two (2) teams will advance to the round of 16, Quarters, Semi, and finals which shall be determined in accordance with the Point System and Ranking.

The winner of the semi-finals matches shall play for the Final match, there shall be no battle of the third match.

E. Point system

Three (3) points shall be awarded for a win and zero (0) point for a loss. Elimination Round
1.1 Teams will be ranked based on the highest points accumulated at the completion of the Elimination Round.
1.2 If two or more teams are tied on points, the following criteria shall be applied.
1.2.1 Highest goal difference (GD);1.2.2 Highest number of goals scored (GF);1.2.3 Highest number of points accumulated in matches between the teams concerned1.2.4 Lowest number of red cards1.2.5 Lowest number of yellow cards1.2.6 Penalty shoot out , one (1) kicker only
F. Duration of the Match

Group stage and Playoffs
1.1 Each match shall consist of two (2) halves of twenty (20) minutes with three (3) minute intervals and a comeback period.
1.2 Comeback period shall be played 3 minutes after the conclusion of the second half of the match.
1.3 Team will win by reaching Winning Score (WS), which is +1 of current leading score from regular time. If regular time ended in a draw, the next to score will be deemed winner.
1.4 If neither team reaches WS after three (3) minutes of comeback period, one player from each team will be removed from the field every three (3) minutes until WS is reached.
1.5 Player removals will continue until a winner is determined, or until two (2) players per team remain.
1.5.1 Goal Keeper can be substituted but player must wear a GK jersey, Away Jersey or Bib -
Time out
3.1 Teams are entitled to one (1) timeout per half with one (1) minute as maximum duration.
3.2 There shall be no time out during the comeback period.

Substitution
4.1 The team is allowed to make open substitutions in the designated substitution zone. Players to be subbed out must exit the field before the player to be subbed in may enter.
4.2 A player may only perform a throw in or kick off if the player has entered the field through the designated substitution zone.
4.3 Any player on the field may switch positions with the goalkeeper only if it has the referee's permission.
4.4 Substitutions during Comeback Period should follow these terms:
4.5 Referee has the right to halt the game if a team fails to meet substitution terms. Failure to follow substitution terms can lead to:
4.5.1 Forfeiture of goal if a goal was made during the period of failure to meet terms.4.5.2 Player substituted (entered) will receive a yellow card
G. Uniform and Player Equipment

Teams must wear playing kits that distinguish them from the opponent and the referee. Goalkeepers must have a different jersey color from the field player.

Undergarments will be allowed with the following condition:
2.1 Top Undergarments must be the same main color of the top jersey and not the sleeves unless allowed by opponent
2.2 Bottom Undergarments must be the same color of the main color of the short or the piping/lining of the shorts unless allowed by opponent

Playing kits must have a jersey number.

Players shall use the basic compulsory equipment: football shoes, turf shoes, rubber shoes, shin guards and long socks.

A player without the equipment stated in (4) shall be cautioned by the referee.

A player must not use equipment or wear anything that is dangerous to himself or another player (including any kind of jewelry).
H. Uniform Checking
- The Match Commissioner shall conduct the uniform checking at least 50 mins before the match. Player’s whose name is marked ‘‘Playing” in the PSL must be present during the checking or before the match starts. Late players will not be permitted to play unless allowed by opponent.
I. Withdrawals, Default/No Show, Abandonment, Walkover

Withdrawals after the Start of the League
1.1 Withdrawals after the start of the League shall result in a fine of 25,000 pesos.

Default/No Show
2.1 A default occurs when a team is unable to go to the match venue. In case of defaults, the match will be awarded to the team present with a score of 3 - 0. The team at fault will be fined 10,000 pesos per defaulted match.
2.2 In case of double default, both teams will be assessed with loss. Both teams will be fined 10,000 pesos per match.
2.3 Participating teams with two or more defaults may be sanctioned and banned from participating in the next succeeding edition of the League.

Walkover
3.1 A walkover occurs when a team is unable to field a minimum number of players at the start of the match or is unwilling to play the match or any part of the match.
3.2 In case of walkover, the match will be awarded to the opposing team with a score of 3 - 0 or whichever is higher when the match is stopped. Teams will be fined 10, 000 pesos.
3.2 To start and end a match during the regular time, teams must have at least five (5) players on the field.

Abandoned Matches
4.1 If the match is stopped by the referee before the regular time ends because of Force Majeure or any incidents such as, but not limited to, the field is not fit to play, and earthquakes and natural calamities and extreme weather conditions.
4.2 The match will be automatically suspended and the referee and R1VALS organizer shall assess the condition and situation. Any matter requiring further decision shall be handled by the R1VALS organizer.
4.3 In case of rescheduling the abandoned match, the following rules shall be applied:
4.4 The match shall recommence with the same score, at which play was interrupted rather than playing in full.
4.5 Same set of players and number of players in the field when the match was stopped.
4.6 Players sent off during the abandoned match cannot be replaced.
J. Yellow Cards and Red Cards

Player’s who received a yellow card in a match shall step out of the field for two (2) minutes. The player who was cautioned shall not be replaced during the two (2) minutes period.

Player’s who received two yellow cards in a match shall be sent off and suspended during their next match. The player who was cautioned twice shall not be replaced during the two (2) minutes period.

Player’s who received a direct red card in a match shall be sent off and suspended for the next two (2) matches.
3.1 A player who was sent off cannot be replaced for 2 minutes
3.2 Player who got a Red Card cannot return to play in the same game

Team officials may be cautioned or sent off at the discretion of the referee due to the following.
4.1 Using abusive language and gestures
4.2 Match Interruption: Entering the field of play during the match and;
4.3 Violent conduct - a player or team official who is involved with violent conduct such as but not limited to intentionally punching or elbowing an opponent, serious foul play, spitting at an opponent or team officials, match officials and R1VALS staff may be fined of minimum 10,000 pesos and may be banned from further participating in the League . Such decisions will be determined by the R1VALS organizing committee. R1VALS finance staff will notify the teams via email regarding the payment of fines.

A team official who is sent off shall be suspended in the next two (2) matches of his/her team.

Players and team officials who are sent off shall not be allowed to stay on the team bench area or near the Field of Play.
-
Suspended team officials are not permitted to stay on the team bench area or near the Field of Play.
-
All suspensions shall be carried over into the playoff stage (quarters, semifinals to finals).
-
In addition player or team official who will be cautioned and sent off will pay the following fee:
9.1 Yellow card - 2,500 pesos
9.2 Red card - 5, 000 pesos
9.3 Violent Conduct - 5,000 pesos - 10, 000 pesos
9.3.1 Minimum of two match suspension and may be banned for the rest of the League duration depending on the Disciplinary Committee decision and recommendation. -
Teams may settle the payment on or before 12 noon every Sunday. Teams who failed to pay the fee in the stipulated time will not be permitted to field their player or team official during the scheduled match.
K. Five Foul Rule and Revised Penalty
- Five foul rule is when a team accumulates a total of five (5) fouls in the match. Fouls after the fifth foul will result in a revised penalty.
L. Revised Penalty
- A kicker will do a 1v1 penalty vs the goalkeeper of the opposing team beginning from the half line. The ball must be in a continuous forward motion. No follow ups shall be made by the kicker. All players except the kicker must wait behind the half line.
M. Protest
- The Referee's call and decision is always final and not reversible.
- All protests against the eligibility of the players or other protest shall be brought to the R1VALS Management only by the registered and declared head coach or team representative through email or written, one (1) hour after the match.
- There shall be a 2,500 protest fee.
- No protest will be entertained if the number 2 &3 are not provided.
- Payment of the protest fee does not guarantee or warrant a favorable decision of the Disciplinary Committee. Protest fee is non refundable.
N. Awards: Trophy, Medals and Gift Vouchers

The R1VALS organizer shall award the following:
1.1 The competition trophy shall be presented to the Champion (winner of the Final Match)
1.1.2 Maximum fifteen (18) medals to the Champion; and,1.1.3 Maximum fifteen (18) medals to the 1st Runner up
O. Media
- For documentation and promotion of the League, players and team officials may be photographed during their matches.
- Consent and waiver form for photographs, motion picture, video, interview and other related media materials or content will be included during the Registration of the players.
P. Medical and Security
- In case of serious blood sustaining injury, head collision and non contact collapse, referees should allow immediate access to medical staff for assessment and treatment.
- R1VALS organizer will provide a standby ambulance equipped with medical staff.
- R1VALS organizer will provide and implement adequate and necessary security and safety measures during match days.
Q. Disciplinary
- R1VALS encourages the teams to advise their supporters to observe proper behavior within the match venue premises. Supporters or any individual who will be involved in actions such as but not limited to any form of harassment or violence to any of the players, team officials, match officials, and R1VALS organizer and staff may be banned in the venue depending on the severity of their actions.
- R1VALS do not tolerate bullying and or any form of harassment on any grounds.
R. Matters not provided for
- Matters not provided for in these Regulations and cases of force majeure shall be decided by the R1VALS Tournament Organizing Committee, whose decisions are final.
